The Comptoir d’Escompte de Paris (CEP) was created on 10 March 1848 by a decree promulgated by the Provisional Government of the French Second Republic in response to the financial shock caused by the revolution of February 1848. This upheaval had destroyed the old credit system, already struggling to provide sufficient capital to meet the demands of the railway boom and the resulting growth of industry. The Comptoir d’Escompte de Paris grew steadily in France and overseas, and from 1860 established offices along the most promising trade routes around the Indian Ocean and in the Far East. Branches were opened in Shanghai and Calcutta in 1860, in Réunion, Bombay, Hong Kong, and Saigon in 1862, in London and Yokohama in 1867, San Francisco in 1877, Melbourne and Sydney in 1881, and Madagascar in 1885.
